For USDC: anyone can deposit $1 with Circle and receive 1 USDC, or return 1 USDC and get $1 back. This creates a hard floor and ceiling. If USDC trades at $0.99 in the market, arbitrageurs buy it cheap and redeem for $1 profit, pushing the price back up.
